The Elections Procedures Manual (EPM) for 2020 & 2022, which was drafted by Secretary of State Katie Hobbs, states on page A93:
“Early Balloting signatures will require comparison to the signature provided on your registration form.”
This is also the Current Law.
Rey Valenzuela, Director of Elections (Mail-In Voting & Elections Services), testified under oath they DID NOT do this for up to 1 million Early Ballots.

The way in which Maricopa County applied their ballot signature review violated (Arizona Revised Statute) ARS: 16-550(A) - which requires them to compare to the “registration record” (the official signature recorded at the time of registration.)
Rey Valenzuela’s testimony at the most recent trial admitted that a signature match to any historical document was sufficient to end the signature review & approve the affidavit signature even without a comparison to the registration form signature.
Reviewers are given the 3 most recent signatures in the file.
EXAMPLE: Mail In Envelope from Aug 2, 2022, Envelope from Nov 3, 2020 & Official Signature.
Both Envelopes were NOT signed by the actual Voter. According to Valenzuela, If Nov 8th signature matches Aug 2nd, the review should be ended & approved - MAKE SENSE NOW?

Maricopa County APPLIED An Illegal Definition Of “Registration Record” To Their Signature Verification Process . . . AND THEY KNEW IT!
The filing by Maricopa County from December 2022 (Exhibit 1) is misleading MISCONDUCT in light of the Maricopa County Recorder’s signature verification public guidance from May 2022 (Exhibit 4). Arizona Revised Statutes: ARS 16-550(A) Refers EXACTLY To The Signature In ARS 16-161 - Official Record Of Registration
“A. When the registration form is filled out, signed by the elector and received by the county recorder, it shall constitute an official public record of the registration of the elector.”
ARS 16-161 Defines the “Official Record Of Registration.” THAT is the ONLY definition of registration record which is deemed as “OFFICIAL".
The signature on THAT is required for comparison to Early Ballot Affidavit Signatures.
Any argument you’re hearing that the guidance of the EPM (Elections Procedures Manual) to allow a match of the ballot affidavit signature to any signature in the voter’s history has been specifically VACATED (Cancelled or Rendered VOID) by the Supreme Court of Arizona . . . EXHIBIT 2: A Voter’s registration record contains a registration form or forms such as reregistration, driver’s license and other documents related to registration BUT the signature “ON” the registration record is the signature used to register.
Now compare (Arizona Revised Statutes) ARS: 16-550 and 16-153 (“IN” vs “OUT”)
This evidence regarding statutory construction PROVES that when the Legislature means documents “IN” the registration record they will use “IN” for the statute (16-123) & when they refer to “THE” signature “ON” the registration record they will use “ON” (16-550) regarding signature used to register.
